Build a perfect city with a deck of cards featuring skyscrapers, parks, residential districts, and transport highways. Decide what the ideal metropolis should look like while maintaining the delicate balance among four factions: capitalists, aristocrats, politicians, and the common people. Every decision tips the scales, so play the role of arbiter and meet everyone's needs equally.
A city is a living organism—address events like housing fire victims or dealing with gangs. Factions offer solutions, but you can advance your own agenda. Form connections with hackers, oligarchs, criminals, and inventors to maintain order. A perfect city is built for people, with the help of people!
